I went to Quiapo to help my office mate find a decent bike which would suit his budget. It's a nice place to buy cheap and second hand parts plus they have a variety of complete bikes to choose from (It's kinda overwhelming actually). He wanted something really simple so he bought this Japanese style bicycle, and was able to get a discount from the shop.

Not sure about the frame, but I think they have cranks which you can convert to your fixed gear build. I also posted some bike builders that might be useful to you. Check It out.
